The whole "perceived exertion" concept gave me a chuckle when I look back at the arrogant behavior and lack of work ethic in my managers (or in my employees when I ran a business). Every time a company I worked for went thru layoffs, the first to get the axe was middle management. Their self importance and lack of productivity was appalling. In lean times when profits are thin, that won't fly. The "worker bees" who get things done usually persevere. It's all about survival.

I see it a lot. People who are busy but not productive. That why KPI's and proper planning/strategy are necessary, so we actually get the carrot.
